Resume on directorate establishment :
General directorate of ETP established according to ministerial
memo NO. 135
on 1/10/2003 when the general company for electrical projects
divided into two general directorates :
1- Transmission projects
2- Generating projects
This directorate is one of the most important of the
ministry’s directorates , which executes the electrical
substations projects , transmission ,power cables communication
projects (132k.v- 400kv) in all around the country . The
General directorate of ETP is run by general director who has getting B.Sc. at electrical
engineering .
This directorate contains technical directorate and management departments ,
which are led by mangers obtained a university primary certification according to the
department framework is as follows :
General Directorate of E.T.P framework.
1- Directorate of electrical S/S projects .
The S/S directorate is executing electrical S/S projects of (11,33/132 kv ,33/132 kv
, 132/400 kv) .This directorate executed the civil , electrical , and mechanical on
direct planning & execution style . This process is led by engineers , technicians and
administrative staff who have acquired specialized experiences through along work years
year
2- Directorate of Transmission lines projects .
This directorate is executing electrical high-tension transmissions lines 132 kv
and super grid 400 kv in all parts of Iraq , which connected the generating power
(thermal , gas and hydro stations with 400 kv and 132 kv substations with Iraqi
electrical network . This Directorate is led by Engineering ,administrative and technicians
acquired specialized experience from the long work in this field.
3 - Directorate of comm. & Data transfer projects
This Directorate executes the communication& data transfer projects and control
in the generated stations and s/s for the importance of Telecommunication
transferring (speech ,data and protection signals) from these stations & s/s to
national dispatch center(NDC) to be checked and remote controlled by the new
technology control systems (micro scada). Power line carrier (PLC) equipment
which uses as transporting means considered the most important medium for
transmitting these signals. For the improvement communication network in the
electric sector ,the ground cable on the overhead line will be replaced by (OPGW)
,as important future project at the beginning of the next year . This directorate is
led by Engineering , administrative and technicians acquired specialized
experiences from the long work in this field.
4- Directorate of power cable projects
This included the civil, mechanical and electrical works projects inside-out
Baghdad which is pulling &extending power(voltage) and controlling ground
cables, besides the straight and terminal joints works the straight rooms ,concrete
swages works in additional to high voltage cables(400)kv.& medium voltage
cables(33,11) kv .
The directorate is led by engineering, technician and administrative staff skilled &
experienced in this filed.
5- Directorate of planning & continuation
This directorate is preparing the annual balance sheet investment coordinating with
technical and financial directorate at the same level to General directorate to carry
on this balance sheet , and to put in order(monthly ,semester and annual reports).
The most important accomplishments activities and distinguished works are the
continuation progress working schedules for the project centrally and self capitalization,
thereafter sending these reports to ministry, according to limited table – time requested .
This directorate is led by engineering, technician and administrative staff skilled &
experienced in this filed.
6- Directorate of safety and technical inspection function
This directorate supervises a factory acceptance tests equipment before shipping,
and making sure and matched with standard specifications, checking and match
projects equipment with technical offered , and making sure of equipment and
materials quality during receiving them .
Execution verifying of test and checking instrument. Checking the readings results from
checking operation . documenting of the information .
Supervising on supplying all projects by personal safety requirements such as
protecting equipment , distributing instructions labels . This directorate has getting
regular round visits on the project sites for implementation of safety and technical
inspection .
This directorate is running by engineering, technical and administrative staff who
has the acquired specialized experiences technicians in this field of work .
7- Commercial affairs department :
This commercial department announces the local tenders after checking them .
Setting up and announcing the importation invitations tenders and setting up
draft contracts in coordination with technicians authority .
Following up the credits with MoE and Iraqi trade banks .
Following up providing materials and equipment from the Iraqi borders .
The commercial department must consider the ETP of construction materials and
following up its needs .
The department’s manager has getting B.Sc engineering who is always trading
Expert specialized , in addition to that administrative ,technicians staff .
8- Financial affairs department :
Financial department payout and settled up requirements to accomplish the
assigned project for ETP according to the investment plan and setting up
arrangement the legal financial document ( exchange, cash , daily account )
according mathematically department classifications for different exchange
faces then carrying them forward and counting analysis to the financial
manager counting and following up financial debts (credit account , debit account ) .
And other mid – calculations like advance payment , deposits .
In addition
to classes which execution and containing the financial works of the
different projects and controlling on exchange , receiving getting back and
warehouse monthly alteration also the financial affairs contributes in putting
up the planning and operative budget and to continuation the execution of the budget
and to hold the financial records .
9- Administrative Affair department
This vital department in G.D of E.T.P is issuing all Administrative order .
This department gives instruction besides checking the attendance - absence
(furlough record )for all staff vocations of the directorate .
Auditing and calculating salaries , benefits annual promotions to putting into effect
the law of salaries for the officials of state No (22)/2008,further more ,following
all the changing happened on the job and salaries to all staff and employee .
10- Interior surveillance department
This department focuses on adopting all arrangement ,methods necessary politics
to protecting assets &stocks of ETP. the department assures accuracy of financial
statistical records and other information as well as obligatory achieving the
directorate aims and accomplishment evaluation , checking all the files of
exchange ,account and cash .
This department participates on opening and analyzing tenders offers committees,
sudden checking done by selection for all sites , reports have been sent
periodically for higher authorities .
11- Warehouse (storage) department
This department focuses on carry on the circulation movement of legal bills
between the storage department which consists of 30 stores extended on
most of the Iraqi Governorates , except branch stores and account class to give
the notifications on the legal bills before sending them to financial section for
the connection with the ( amassment control system) mathematically . The
storage department follows on rapidly receiving the goods for storing . After all
the storage department supervises , systemization and rehabilitation of all
stores
12- Practice and Development department :
The department puts a complete future practice yearly plan containing decided
practice courses for all directorates staff (in-out) Iraq .
Studying deeply the title courses to choose what is suitable according to the
qualification of the directorate staff , as the selected title courses circularizes
the nominated names specified .
Following up the attendance – absence of these courses and documenting the
results .
Presenting the periodical reports to higher authorities of the attendance who
have been delegated out Iraq .
13- Management of Quality Assurance department ( ISO )
This department is making circular internal checking procedures to
prevent any deterioration for the performance of quality assurance .
This department documents the checking process with relevant parties and
following up the correction procedures by the checking team , then circularizes
t results and sending the reports to the higher management representative .
This department has collecting the relevant information of the directorate’s
activities to following up the current improvement of quality assurance system .
This department(ISO)urges periodical inspection on (ISO)system application
in general directorate of ETP .
14- Legal Department
The legal department job focuses on reserving ETP directorates rights in all law
cases which have been held by our directorate against the others or vice-versa .
Taking over unoccupied lands and installing - establishing substations after doing
mutual negotiation with concerned authorities . Consultations would be given in
all matters and issues which serve the directorate interest for the public welfare
achievement .
15- Media department
Media department holds out the function of spreading news , announces issues
and tenders , arranges conferences and councils related to general directorate of
ETP . The department makes field visits to the work sites and documenting work
a chievements , the department is also making exhibitions and receiving
delegations according to higher authorities instructions
16- Technical services department :
This department undertake all conservative businesses for general directorate of
E.T.P of civil – electrical works,in addition to continuing maintenance state cars,
besides running on line staff transporting .
This department led by person who getting an engineering certificate .
17- The organizations of civil society work in G.D of E.T.P
Consist of union and league (associations) .
Conclusion :
To be noted that general directorate of ETP urges hardly to get ISO 9001
certificate through applying documentary operation and guidance ways
procedures , besides the serious steps in working mechanically through applying
new data and expanding preparing staff development
role through training courses .
Our directorate staff modernizes technical standards for equipment according new
International standard in all fields .
